Funding is limited and submitting a rebate application does not guarantee you will receive a rebate. Rebates will be issued to eligible recipients until funding is depleted. Consumers with South Coast AQMD qualified appliances installed after the specified date may be eligible until rebate funds are exhausted or South Coast AQMD issues a public notice closing the rebate offer period.
Funding will be made available in phases.
The program may be paused and resumed as required during any phase or in between phases.
This program may be modified or terminated without prior notice.
The start and close of the rebate offer period for each phase, or any program pause or restart, will be announced by South Coast AQMD via eNewsletter and/or website notice(s).
Applications submitted beyond a rebate offer period, which could be after the end of a phase but prior to the start of the next phase, or during any program pause, may be denied.
Applications received during a rebate offer period, but which had no corresponding rebate issued due to a limitation of funding, may have priority consideration for earlier evaluation for a rebate in the next phase, provided the installation qualifies for a rebate in the next phase.
If program funding has been completely exhausted and no future phase will be developed, all unfunded applications will be denied.
In order to be eligible for a rebate, the type of appliance must meet the qualified product criteria. Please check the website for details.
The rebated appliance must replace a NOx-emitting furnace or water heater with equivalent function, unless South Coast AQMD provides a specific exemption for the application. The removed NOx-emitting appliance cannot be reinstalled in any location. South Coast AQMD reserves the right to reject an application if it is determined that the NOx-emitting appliance was not removed and/or that the NOx emitting appliance was reinstalled. The applicant will be required to repay the rebate in such instances.
Applicants must timely obtain all required permits prior to the installation.
Rebate applications must be complete, accurate, and include all required documentation. Applications are subject to verification and review for accuracy, including all necessary documentation. Each invoice must clearly state, at minimum, the model number, installation date, equipment cost, installation cost, if any, and any required electrical upgrade costs, if any, for the qualifying appliance. Invoices provided by installers in rebate applications must match the invoices installers provide to property owners for all line items. For any application submitted by an installer, the applicant authorizes South Coast AQMD to share any installer-provided information with the property owner listed on the application, or with anyone authorized by the property owner. Items in the application may be shared with property owners upon their request.
Applicants must provide information regarding all other incentives obtained or pursued for the installed equipment in the application form.
For an application submitted by an installer designated by the property owner with the GO ZERO Incentive Program Release of Rebate Funds Form, the installer must list the applicable GO ZERO rebate(s) on the invoice.
South Coast AQMD may, at its discretion, verify identity, residency, contractor status, product eligibility, or other elements, and may request additional documentation as is needed to verify eligibility. South Coast AQMD retains full authority to pursue any and all remedies available at law or in equity for breach or other noncompliance with program requirements or these Terms and Conditions.
All installations are subject to on-site or virtual inspections at the discretion of South Coast AQMD. If an installation cannot be verified, the application will be rejected, or the applicant must reimburse the program for the rebate if the application has been processed and rebate has been issued.
South Coast AQMD reserves the right to reject any application submitted by an applicant who provides, or has previously provided, false or misleading information to the GO ZERO Incentive Program or any other program administered by the South Coast AQMD. South Coast AQMD reserves the right to reject any application submitted by an applicant who declines an in-person verification. Responsible parties may be banned from GO ZERO rebates and services. South Coast AQMD reserves the right to block from the program any installer or applicant that misuses or misrepresents the project costs, equipment efficiency, provides falsified information, or does not pass down the rebate to the end user based on invoice or quote information.
Rebate amounts are subject to change and are capped at the total project cost when combined with other incentives. South Coast AQMD reserves the right to adjust rebate totals to ensure they do not exceed actual expenses. Rebates will be awarded based on the information in the application.
Applicants must have a qualified appliance installed before submitting the rebate application. Applicants must have installed their appliance on or after December 8, 2025. Applicants are only eligible for rebates for appliances installed at locations for which they are the owner or the authorized installer designated with signature by the owner for submitting applications and receiving rebates. Rebates are limited to one (1) rebate per heat pump HVAC and one (1) per heat pump water heater per single family dwelling.
Customers will need to select the method of rebate payment. Applications will be rejected if customers fail to select their payment method 60 days after the initial notification for payment selection. Rebates will become void 180 days after the date they are issued. South Coast AQMD will determine the payment options and reserves the right not to reissue expired funds.
South Coast AQMD reserves the right to reject any application if the submitted documents, application data, or physical installation cannot pass the verification process. If the application has been processed and rebate has been issued, the applicant will be required to reimburse the program for the rebate for any installation that cannot be verified.
South Coast AQMD is not responsible for any taxes or fees associated with receiving GO ZERO rebates.
South Coast AQMD makes no representations or warranties relating to the appliances subject to this program, including but not limited to any hazardous substances that may be contained in the appliance, the quality of the appliance, or the longevity of the appliance.
Applicant waives and releases the South Coast AQMD and its contractors or agents from any and all claims and causes of action arising out of the installation and use of appliances pursuant to the GO ZERO Incentive Program.
By submitting this application, the applicant authorizes South Coast AQMD to share application data and verify communication with program evaluators, state regulatory agencies, and other incentive programs for the purpose of program auditing or evaluation.
By applying for a GO ZERO incentive or by participating in the program, application documents, forms, and data submitted may be made available to the public as may be required by law, including but not limited to the California Public Records Act (California Government Code Section 7920.000 et seq.), court order, or legal process (such as a subpoena).
